Usually a drawing is made on anything that is available
then a plasticene model is produced in a small size with no real facial features, 
then either a plaster model or a clay model is built up in full size plus a bit to compensate for overall shrinkage. 
After that molds are cast in hydrocal gypsum plaster so that the piece may be made in cast slip clay or porcelain.

 Most figures are female and not intended to be prurient in any way. 
This is obviously easier said than done and though some poses seem 
to be suggestive, perhaps it's just the viewers perception.
